Carthage suffers a large economic down turn, unemployment rates hit an all time high, crime rates skyrocket and strange 'occult' killings sweep the papers.
The City is rocked with tragedy when Mayor O'Brian commits suicide, sparking a media frenzy surrounding the large death toll due to suicide, dubbing Carthage the "City of Death." Shortly afterwards, Major J. Windsor is elected into office, and his kind and understanding nature is a hit with the people.
The Fenrir Group Inc. sets their Cerberus Branch Offices in Central Carthage. An influx of skilled workers and job openings begin to flood the city, creating an economic boom the city desperately needed.
Carthage is widely considered to be 'The new Silicon Valley.' The creation of jobs and rapid influx of money creates an almost second Vegas in Carthage. Unemployment rapidly drops, but crime remains the same. J. Windsor is re-elected into office for his second run as Mayor on a landslide vote in his favour.
Religious protests begin rampaging through the city, declaring Carthage to be: 'The modern Gomorrah to Vegas' Sodom and that the end times are coming.' The economic boom continues with the population growing rapidly, however a inquiry is launched into the use of government funds by the Cerberus Offices.
Terror grips the city at the idea of the world ending. It does not come to pass. However, many occult and religious crimes and killings are committed over the following months. Outbreaks of rare and strange illnesses begin to dot the city. WHO officials declare it an unfortunate side effect to the large amounts of immigrants and brush it off.
The UN sinks millions of dollars into aiding Africa in battling with what WHO officials are calling a mutated strain of Ebola, after the Ogbunabali tribe is completely wiped out. Concerns that the mutated strain will reach the U.S are promptly silenced by WHO, but panic leaks into the rest of the world anyway. Sightings of the disease that seemed to come out of nowhere pop into the public eye in sporadic locations all over the world, but are brushed off as frightened rumours.
Carthage is in a state of panic. Many who lived normal lives have begun to believe the propaganda being spread by doomsayers in the streets, and have shed their pasts to join them. People are dropping left and right and infection of a mysterious disease that causes man to turn on man and eat flesh spreads rapidly. Later in the year, the State Army National Guard orders a quarantine in the northern exit of the city. The success of the operation is extremely short lived, as after only one week the infected break through and spread the disease throughout the city. Schools are shut down and most businesses close as people retreat into their homes for safety. Carthage begins its descent into darkness.
Carthage has fallen. Many try to flee, but most are unsuccessful in the chaotic rush to escape the disease. Some meet their end by simply being trampled by other terrified citizens. Crime reaches an all time high, and fires dance in the broken windows of looted businesses and homes. Those that were ignorant to the warning signs (and there were many) despair over lost loved ones, and the doomsayers take to the streets once more to preach. Those that survive the outbreak and manage to avoid infection gather together in the few safe havens Carthage has left. Mayor J. Windsor commits suicide in his office, in the style of his predecessor, as he believes all hope is lost.
Six months later, the city is a wasteland inhabited by the living dead.
